Establishes an elected Chicago Board of Education with 21 total members beginning January 15, 2025: 10 appointed by the Mayor (with City Council consent) and 11 elected by voters in electoral districts.

Creates 10 electoral districts for the 2024 election and 20 electoral districts for the 2026 election, with each district electing one member to serve 4-year terms starting in 2025.

Requires candidates to be nominated by petition with at least 250 voter signatures per district (or 2,500 for at-large president position), be registered voters, reside in the city/district for at least one year, and not be school district employees.

Implements conflict-of-interest restrictions: board members cannot hold contracts with the school district, and former board members cannot work for entities they awarded contracts to (valued at $25,000+) for one year after leaving office.

Includes provisions for an Inspector General appointed by the board (starting 2025), a Non-Citizen Advisory Board, and a moratorium on school closures until the new elected board takes office on January 15, 2025.
