IL HB2909

Amends the Property Tax Code Section 10-5 to expand the definition of "solar energy system" to include photovoltaic electricity generation systems subject to power purchase agreements or leases between third-party owners/operators and end users of electricity.

Requires third-party owned or operated solar systems to be located on the customer's side of the electric meter and primarily offset the electricity load of the end user behind that meter.

Defines a system as primarily offsetting electricity load if it produces 110% or fewer kilowatt-hours than consumed by the end user in the 12 full months prior to the system being placed in service.

Maintains existing exclusions for commercial solar energy systems in counties with fewer than 3,000,000 inhabitants and for distribution equipment equally usable in conventional energy systems.

Takes effect immediately upon becoming law.
