Removes the exemption that previously excluded fire departments operated by municipalities with a population over 1,000,000 from the Fire Department Promotion Act requirements.

Amends the definition of "affected department" to expand coverage by eliminating the population-based exception for large municipalities.

Requires that promotions in affected fire departments follow examination and merit-based procedures consistent with the Act's provisions.

Maintains existing exceptions for temporary appointments under 180 days, chief executive officer positions, and certain administrative ranks.

Ensures that after this Act's effective date, home rule municipalities cannot exempt existing or future fire department ranks from the Act's promotional provisions.
