Creates Article XXIII of the Public Utilities Act titled "Public Utility Infrastructure Hardening and Protection Law"

Requires the Illinois Commerce Commission to submit a report to the General Assembly by December 31, 2023 identifying critical infrastructure essential to provide public utility services in Illinois

Report must include: age of critical infrastructure, 20-year capital investment plan to modernize and harden infrastructure against natural disasters and sabotage, and potential funding sources

Report must address supply chain vulnerabilities, identify domestic sources for critical components, and assess reliance on equipment from nations hostile to U.S. interests

Report must identify procurement challenges expected over the next 10 years and any obstacles in Illinois law preventing investment in essential public utilities
