Amends the Illinois Insurance Code to require group and individual accident and health insurance policies and managed care plans issued after July 18, 2017 to cover treatment of pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections and pediatric acute onset neuropsychiatric syndrome, including intravenous immunoglobulin therapy.

Establishes coding requirements using "autoimmune encephalitis" for billing and diagnosis purposes until the American Medical Association and Centers for Medicare and Medicaid Services create a specific diagnostic code for these conditions.

Creates a private right of action allowing insureds to recover liquidated damages of $1,000 or actual damages, whichever is greater, against any entity that fails to provide the required coverage.

Includes a provision that the coverage requirement becomes inoperative if federal law requires the state to defray costs under the Patient Protection and Affordable Care Act, except for coverage authorized under Medicaid.
