Amends the Illinois Marriage and Dissolution of Marriage Act to expedite grandparent and great-grandparent visitation proceedings by requiring courts to set the first hearing within 45 days of petition filing and render a decision within 6 months unless parties agree otherwise.

Requires subsequent hearings to be scheduled within 45 days of the preceding hearing, with proceedings receiving priority in court scheduling.

Authorizes courts to impose penalties and sanctions, including costs and attorney's fees, against any party that intentionally or recklessly causes undue delay in grandparent or great-grandparent visitation proceedings.

Establishes conditions allowing grandparents, great-grandparents, siblings, and step-parents to petition for visitation when there is unreasonable denial causing undue harm to the child, such as when the other parent is deceased, missing 90+ days, incarcerated 90+ days, or during dissolution proceedings.

Prohibits visitation for individuals convicted of sexual offenses against minors or first-degree murder of the child's parent, grandparent, great-grandparent, or sibling unless they complete court-approved treatment.
