Amends the Consumer Fraud and Deceptive Business Practices Act to require warnings on video games containing loot boxes.

Defines "loot box" as an add-on transaction that randomly unlocks features or enhances entertainment value, or allows additional purchases with unknown content until after purchase.

Requires a conspicuous warning stating: "Attention Parents: A Loot Box System exists in this game that permits an unlimited amount of REAL MONEY to be spent without any age restriction" and linking loot boxes to gambling addictions.

Makes it an unlawful practice for game publishers and digital game distributors to publish or distribute games with loot boxes that lack the required warning.

Subjects violating publishers and distributors to liability for civil damages in addition to Consumer Fraud Act penalties.
