Amends the Unemployment Insurance Act to suspend fraud-related ineligibility penalties during COVID-19 disaster periods declared by the Governor.

Applies to individuals whose benefit year begins on or after March 8, 2020 through the end of any gubernatorial COVID-19 disaster proclamation, provided the fraudulent statement or omission occurred before March 9, 2020.

Waives the standard 6-week (first offense) or 2-week additional (subsequent offenses) ineligibility penalties for otherwise eligible individuals during the disaster period.

Preserves the requirement to repay fraudulently obtained benefits and allows penalties to be reimposed after the disaster period ends.

Takes effect immediately upon becoming law.
