Amends the Time Standardization Act to establish daylight saving time as the year-round standard time for all of Illinois beginning March 14, 2022.

Eliminates the semi-annual practice of switching between daylight saving time and central standard time by removing provisions requiring time to be set back one hour in November.

Makes daylight saving time permanent notwithstanding the federal Uniform Time Act of 1966, subject to federal law compliance.

Applies the new year-round daylight saving time standard to all state and local government operations, schools, institutions, contracts, and legal proceedings within Illinois.

Takes effect immediately upon becoming law.
