IL HB2951

Creates new Section 19-2.4 of the Election Code requiring the State Board of Elections to adopt rules allowing vote-by-mail ballots to be sent via electronic transmission (email or internet) to voters with disabilities.

Enables voters with disabilities to independently and privately mark ballots using assistive technology when voting by mail.

Requires election authorities to transmit ballots, instructions, and materials to voters with disabilities within 2 business days after receiving a ballot application, even if applications arrive after distribution has begun.

Requires ballots received and marked electronically to be printed by the voter and returned to the election authority following standard vote-by-mail procedures under Section 19-6.

Amends Sections 19-4, 19-5, and 24A-14 to conform existing election code provisions to electronic ballot transmission procedures and takes effect immediately upon enactment.
