Creates the Park and Museum District Business Enterprise Act establishing a 16-member Council appointed by the Governor to oversee contracting goals for minority-owned, women-owned, and disability-owned businesses in park and museum districts.

Sets aspirational goal of 30% of total district contracts to be awarded to minority, women, and disability-owned businesses, with minimum requirements of at least 16% for minority-owned, 10% for women-owned, and 3% for disability-owned businesses.

Requires park and museum districts to file annual compliance plans outlining contracting goals and methods to reach them, with the Council reviewing and approving all plans.

Establishes certification procedures, maintains a list of eligible businesses, conducts audits, and enforces compliance through contract termination, participation prohibitions, and penalties up to the profit acquired from violations.

Mandates the Department of Central Management Services conduct disparity studies by July 1, 2023 and December 1, 2030 to measure discrimination impact on minority and women business development, with recommendations on whether to adjust participation goals.
