Amends the Workers' Compensation Act to establish that accidental injuries sustained while traveling to or from work generally do not arise out of and in the course of employment

Creates exceptions for employees required to travel away from the employer's premises when performing: acts instructed by the employer, acts required by common law or statutory duty, or acts reasonably expected incident to assigned duties

Excludes from coverage injuries sustained during commutes between home and primary workplace, personal deviations or errands, or injuries resulting from personal risk

Establishes factors to determine if travel is work-required: whether travel course was determined by job demands, whether employer reimbursed travel expenses or time, and whether employer directed the travel route

Takes effect immediately upon becoming law
