• Caps candidate political committee contributions from political party committees at $100,000 per election cycle, replacing previous office-based limits ranging from $50,000 to $200,000.

• Prohibits candidate political committees established for General Assembly candidates from transferring contributions to or accepting contributions from other General Assembly candidate committees.

• Eliminates contribution restrictions for candidates running against an opponent who contributes, loans, or makes independent expenditures exceeding $100,000 (or $250,000 for statewide office) in the 12 months before an election.

• Requires the State Board of Elections to post notifications of self-funding candidates or large independent expenditures on its website within 2 business days and notify all candidates for that office.
