Requires candidate political committees for non-statewide offices to accept only itemized contributions from sources within the political division where the office is sought.

Allows opposing candidates to accept unlimited contributions if a candidate contributes or loans more than $100,000 to their own campaign (from themselves, their immediate family, or related political committees) during the 12 months before an election.

Maintains existing contribution limits from individuals ($5,000), corporations/labor organizations/associations ($10,000), and political action committees ($50,000) to candidate committees.
