Closes the General Assembly Retirement System to new participants effective upon the bill's enactment, restricting membership only to those who became participants before the effective date.

Excludes persons holding part-time elective offices from IMRF, Chicago Municipal, and Cook County retirement systems unless they were elected before the bill's effective date and have elected to become contributors.

Establishes a presumption that elective offices are part-time absent an official job description or legal determination by the applicable municipality or county declaring the office full-time.

Applies restrictions to part-time elective city offices in Chicago Municipal system and part-time county offices in Cook County system with the same conditions (prior election and active election to contribute).
