Amends the Time Standardization Act to establish daylight saving time as the year-round standard time for the entire State of Illinois.

Eliminates the practice of "falling back" to central standard time in November, removing the semi-annual clock changes.

Beginning on the second Sunday in March 2022, Illinois will advance clocks one hour and maintain daylight saving time permanently thereafter.

Removes previous language requiring clocks to be set back to central standard time on the first Sunday in November each year.

Takes effect immediately upon becoming law.
