IL HB2983

Amends the School Code to limit administrative expenditure growth for school districts (excluding Chicago) starting in the 2022-2023 school year, capping increases in per-pupil administrative, general administration, and school administration expenditures at the lesser of consumer price index growth or 5%.

Defines "consumer price index," "expenditures per pupil," "general administration expenditures," and "school administration expenditures" to establish consistent measurement standards across districts.

Establishes baseline per-pupil expenditure amounts for the 2021-2022 school year using historical data from the 2001 U.S. Census Bureau survey for general administration and the 2015 survey for school administration.

Requires the State Board of Education to publish allowable percentage increases annually and maintain lists of qualifying districts eligible to waive limitations following public hearings and two-thirds board vote approval.

Authorizes the State Superintendent to withhold evidence-based funding from districts violating the limitations for 2 or more years out of 3, in an amount equal to the overage, and requires annual compliance reporting by November 15.
