IL HB2988

Creates the Roundtable on Educational Opportunity and Development consisting of 12 members including business representatives, legislators, educators, and organization representatives appointed by the State Superintendent of Education and legislative leaders.

Directs the Roundtable to study ways to expand educational opportunities and secure private and public funding in six areas: business ethics curriculum, arts promotion and funding, drama therapy programs for trauma-exposed youth, arts-focused school models for K-6, global travel programs, and museum trips.

Requires funding for Roundtable-recommended programs to prioritize low-income students as defined by federal census data.

Creates the Educational Opportunity and Development Fund as a special state treasury fund to accept private donations and public funding for implementing Roundtable recommendations, subject to appropriation by the State Board of Education.

Requires the Roundtable to submit annual reports to the General Assembly beginning July 1, 2022, with the State Board of Education and Chicago School District 299 authorized to provide administrative support.
