Permits storage, possession, sale, and use of ground and handheld sparkling devices at all times throughout Illinois.

Requires regulation of these devices to comply with National Fire Protection Association's Code (NFPA 1124), 2006 edition standards for manufacture, transportation, storage, and retail sales.

Defines "ground and handheld sparkling devices" to include toy pistols and guns with limited explosive caps, sparklers with up to 100 grams of pyrotechnic mixture, nonexplosive handheld sparkling devices with up to 75 grams per tube, snakes, glow worms, smoke devices, and trick noisemakers.

Exempts the City of Chicago from these provisions, allowing it to maintain its own fireworks regulations.
