Changes the heading of Division 150 of Article 11 of the Illinois Municipal Code from "Connection Charge" to "Charges and Billing"

Requires municipalities operating waterworks or combined waterworks and sewerage systems to bill for utility services within 12 months for residential customers or 24 months for non-residential customers after service is provided

Municipalities must not intentionally delay billing beyond normal billing cycles, must label previously unbilled service on bills with beginning and ending dates, and must calculate makeup billing on a prorated basis reflecting varying rates

Customers must be offered the option to pay makeup bills for previously unbilled service through periodic payments without interest or late fees over a time period equal to the billing delay

Time limits for billing do not apply to previously unbilled service attributed to tampering, theft of service, fraud, or customer prevention of meter readings, effective January 1, 2022 for home rule municipalities
