Defines "roadable aircraft" as any aircraft capable of taking off and landing from a suitable airfield that is also designed to be driven on public roadways as a conveyance.

Requires roadable aircraft to take off and land only from suitable airstrips, with prohibition from public roadways except in emergencies, and subjects them to Department of Transportation restrictions on roadway use.

Exempts roadable aircraft from vehicle title certificate requirements and motor vehicle safety inspections, but requires them to display a federally issued tail number and obtain annual state registration.

Provides roadable aircraft owners with optional motorcycle-sized license plates (matching tail number) and requires one annual registration sticker affixed to the left tail section.

Establishes registration fees of $15 for original issuance and $2 for renewals (payable to Secretary of State Special License Plate Fund), in addition to federal aircraft registration fees.
