Amends Illinois Vehicle Code Section 11-501 to add a new aggravated DUI offense when a person violates DUI laws and causes severe injury or death to a police animal, service animal, accelerant detection dog, or search and rescue dog.

Classifies this new offense as an aggravating factor that elevates DUI charges to aggravated driving under the influence, making it a Class 4 felony.

Applies the same mandatory minimum penalties as other aggravated DUI violations, including fines and community service requirements.

Maintains existing DUI penalty structure for standard first offense (Class A misdemeanor), repeat offenses, and higher-level felony charges for third and subsequent violations.

Specifies that legal use of alcohol, medical cannabis, or other substances does not constitute a defense to DUI charges if the person is impaired or exceeds legal limits.
