Amends the Illinois Vehicle Code Section 11-907 (Scott's Law) regarding operation of vehicles approaching stationary authorized emergency vehicles with flashing lights

Expands Class 4 felony penalties to include violations that result in severe injury or death to police animals, service animals, accelerant detection dogs, or search and rescue dogs

Previously, Class 4 felony charges only applied when violations resulted in injury or death to another person; the amendment adds protected animal categories

Maintains existing penalty structure: $250-$10,000 fine for first violations, $750-$10,000 for subsequent violations, Class A misdemeanor for property damage to vehicles

License suspension periods remain unchanged: 90 days to 1 year for property damage, 180 days to 2 years for injuries, and 2 years for deaths
