Allows nonprofit private special education facilities in Illinois to require monthly tuition payments from school districts before providing services, provided students are referred by public school districts.

Requires private special education facilities to refund tuition for days students were not enrolled at the end of each regular school term and summer school term.

Authorizes the State Board of Education to order refunds of tuition funds for days when a facility fails to comply with special education requirements or regulations.

Maintains existing provisions regarding school district eligibility for state reimbursement of tuition payments exceeding the district per capita tuition charge, with a baseline cap of $4,500 per year.

Takes effect immediately upon becoming law.
