Requires original equipment manufacturers to make diagnostic and repair documentation, parts, and tools available to independent repair providers and equipment owners on fair and reasonable terms.

Manufacturers must provide parts with embedded software updates and documentation at no charge (except reasonable printing costs for physical copies), and software tools at no charge without requiring authorization or internet access.

For equipment under express warranty with wholesale price of $100 or more, manufacturers must provide parts, tools, and documentation needed for repairs during the warranty period at equitable prices.

Violations constitute unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, enforceable by the Illinois Attorney General.

Excludes motor vehicle manufacturers, motor vehicle equipment manufacturers, and motor vehicle dealers from the act's requirements; takes effect January 1, 2022.
