Prohibits stores from selling or distributing disposable food service containers composed in whole or in part of polystyrene foam beginning January 1, 2022.

Applies to all retail establishments including convenience stores, restaurants, grocery stores, pharmacies, farm stands, and seasonal businesses.

Defines disposable food service containers as serviceware designed for one-time use, including takeout foods, packaged meat, eggs, bakery products, and leftovers from partially consumed meals.

Directs the Environmental Protection Agency to adopt rules implementing the ban's provisions.

Takes effect immediately upon becoming law.
