Changes terminology from "sex education" to "sexual health education" throughout Illinois School Code and related statutes.

Requires sexual health education curriculum to be culturally appropriate, developmentally and age-appropriate, medically accurate, and based on evidence-based or evidence-informed programs that align with National Sex Education Standards as of August 1, 2022.

Removes previous mandates emphasizing abstinence until marriage and heterosexual marriage, replacing them with comprehensive content including anatomy, healthy relationships, identity, personal safety, pregnancy/reproduction, puberty, STI/HIV prevention, and consent education.

Adds requirements that curriculum materials include information on state confidentiality laws, local resources for sexual and reproductive health care, mental health services, and support for survivors of sexual assault and trafficking, while avoiding bias and being responsive to diverse student needs.

Maintains parental opt-out rights allowing parents to submit written objection to prevent their child's participation in sexual health education without penalty to the student.
