Amends the Toll Highway Act to allow vehicles displaying a Purple Heart special registration license plate to use toll highways without paying tolls on August 7 of each year (Purple Heart Day).

Purple Heart license plate holders must be displaying the plate issued under Section 3-623 of the Illinois Vehicle Code to qualify for the toll exemption.

Maintains existing exemptions for law enforcement, fire department, ambulance service vehicles engaged in emergency services, and Toll Highway Authority official business vehicles.

Requires the Toll Highway Authority to account for the revenue impact of this exemption when setting toll rates and ensures the provision does not impair bondholder rights.

Takes effect immediately upon becoming law.
