Implements a maternity episode payment model providing a single bundled payment covering all prenatal, intrapartum, and postpartum services (9 months pregnancy plus 12 weeks postpartum) across all provider types.

Mandates annual reporting to the General Assembly on January 1 from 2024 through 2028 regarding pilot program status and impact measures.

Directs the Department of Healthcare and Family Services to provide relevant maternal care expenditure data to establish budget-neutral reimbursement rates for bundled maternal care services spanning pregnancy and postpartum phases.
