Amends the Environmental Protection Act to require the Environmental Protection Agency to analyze impacts on environmental justice communities for permits involving new or expanded facilities.

Requires public notice in newspapers of general circulation and service to the Attorney General, State's Attorney, County Board Chairman, General Assembly members, and municipal clerks within 3 miles of the proposed facility.

Establishes a 60-day period for interested parties to petition to intervene as parties to the permit proceeding, with the Agency required to admit petitioners unless the petition is determined to be duplicative or frivolous.

Mandates a public hearing to commence between 60 and 180 days after notice, with the Agency rendering a final decision within 60 days of hearing completion.

Exempts permits issued under federal authority delegated through the Resource Conservation and Recovery Act of 1976 or the Safe Drinking Water Act from these requirements.
