Establishes a state goal to reduce food waste by 50% by 2030 relative to 2015 baseline levels, including a specific target to reduce edible food waste.

Requires the Environmental Protection Agency to develop and adopt a State Wasted Food Reduction and Food Waste Diversion Plan by October 1, 2022, in consultation with the Department of Agriculture and Department of Public Health, with strategies prioritizing prevention, rescue of surplus food, and recovery of inedible food waste.

Creates the Waste Reduction, Recycling, and Litter Control Fund with funds allocated as follows: 50% for litter control programs across state agencies, 20% for local government waste reduction and recycling programs, and 30% for waste reduction and composting initiatives including food waste reduction programs.

Requires the Plan to recommend regulatory and funding environments that support food rescue activities, provide technical assistance to organizations involved in food waste prevention and recovery, and support educational materials in K-12 schools aligned with state learning standards.

Takes effect January 1, 2022, and requires a report to the General Assembly by December 1, 2022, outlining any recommended changes to state law or administrative rules needed to achieve the food waste reduction goal.
