IL HB3094

Establishes a new section in the Department of Commerce and Economic Opportunity Law requiring the Department to determine and designate disproportionately impacted areas for allocation of State services and other purposes under Illinois law.

Designates an area as disproportionately impacted when it meets at least one criterion: poverty rate of 20% or more according to the latest federal decennial census.

Qualifies an area if 75% or more of children participate in the federal free lunch program according to State Board of Education statistics.

Qualifies an area if at least 20% of households receive assistance under the Supplemental Nutrition Assistance Program.

Qualifies an area if the average unemployment rate exceeds 120% of the national unemployment average for at least 2 consecutive calendar years, as determined by the Illinois Department of Employment Security and U.S. Department of Labor.
