Adds instruction on law enforcement procedures during traffic stops and appropriate interactions with law enforcement officers to the definition of "driver education course" in the School Code.

Adds instruction on law enforcement procedures during traffic stops to the required curriculum for adult driver education courses, which must be at least 6 hours in length.

Requires fingerprint-based background checks for applicants seeking certification as adult driver education course providers, with confidentiality protections for criminal history information.

Adds information about the Dutch Reach method and zipper merge method to the Illinois Rules of the Road publication to improve driver safety.
