Amends the Illinois Conservation Foundation Act to establish specific term lengths for Board of Directors appointments: two-year and three-year terms for legislative appointees, and four-year terms for Governor appointees.

Requires each appointing official (President and Minority Leader of Senate, Speaker and Minority Leader of House) to have one two-year term and one three-year term appointment; Governor has four four-year term appointments.

Allows the Board Chair to request removal of any member who fails to attend 2 or more meetings in one year without excuse, and requires the appointing officer to consider the member's attendance and commitment before reappointment.

Specifies that vacancies are filled by the official who made the original appointment recommendation.

Maintains that the Director of Natural Resources chairs the Board and no Board members receive compensation for their service.
