Eliminates the "Office of Chronic Truant Adjudication" in Illinois school districts and replaces the administrative hearing process with a socio-emotional focused attendance intervention approach.

Requires school districts to implement individualized student attendance plans for chronic truants that identify and address underlying causes of truancy rather than imposing administrative sanctions.

Removes fines, driver's license suspension, and community service penalties for truant minors; replaces them with counseling, parenting education programs, and supportive services.

Expands referral authority to the Department of Human Services, Department of Healthcare and Family Services, and other state agencies for intervention services, and requires mandatory reporting to the Department of Children and Family Services when abuse or neglect is suspected.

Requires schools to certify that appropriate truancy intervention services were provided before referring a chronic truant case to juvenile court as a "truant minor in need of supervision."
