Mandated reporters of child abuse and neglect must complete initial training within 3 months of engagement, including a new section on implicit bias, with refresher training at least every 3 years.

The implicit bias training section must cover implicit bias and racial/ethnic sensitivity, include pre- and post-tests to measure bias levels, and provide tools to eliminate discriminatory behaviors in reporting decisions.

The implicit bias curriculum must be developed within one year in consultation with experts in bias, youth development, child abuse prevention, and child welfare systems.

Medical personnel working with children must complete mandated reporter training at least every 6 years, while those not working with children may attest at licensure renewal instead of repeating training.

Mandated reporter training, including the implicit bias section, can be provided through the Department, licensed continuing education providers, or approved organizations, with free web-based options available.
