• Permittees may test and issue safety certificates for second division vehicles owned, operated, or controlled by the permittee.

• Department employees authorized to inspect portable emissions testing companies' vehicles, equipment, and records at frequent intervals without advance notice to ensure compliance with testing standards.

• Portable emissions testing company operators subject to same rate filing requirements, complaint investigation procedures, and permit suspension or revocation standards as official testing stations.
