Amends Section 8-508 of the Public Utilities Act to increase the maximum duration of interim orders for curtailing or discontinuing utility service from 15 days to 45 days without holding a hearing when circumstances do not reasonably permit a hearing.

Allows the Illinois Commerce Commission to issue interim orders for service curtailment during emergencies, war, catastrophes, or fuel shortages without prior hearing, provided the order does not exceed 45 days.

Maintains existing requirements that public utilities must obtain Commission approval before abandoning service or modifying operations, including fuel type changes that would reduce Illinois coal usage by 10% or more.

Requires the Commission to conduct public hearings and issue final determinations on service modification requests within specified timeframes, with primary consideration given to cost impacts on utility customers.

Preserves utilities' ability to discontinue service to individual customers under their normal rules and regulations, and protects utilities from liability for actions taken in compliance with Commission orders except when procured by fraud.
