Creates the State Education Equity Committee within the State Board of Education to advance educational equity for all children from birth through grade 12.

Committee membership includes the State Superintendent as chairperson plus representatives from at least 17 specified organizations including teachers' unions, school administrators, principals, school boards, parent and student organizations, and community advocacy groups focused on immigrant families, African Americans, achievement gaps, and homelessness.

Committee members must reflect the racial, ethnic, and geographic diversity of Illinois and serve without compensation but may receive reimbursement for reasonable travel and expenses.

Committee shall meet at least 3 times annually and guide its work through principles of equity, equality, collaboration, and community while focusing on student learning, learning conditions, and educator support.

Committee must submit recommendations to the General Assembly and State Board of Education by January 31, 2022, and provide annual progress reports by December 15, 2023, and each year thereafter regarding educational equity achievements.
