• Defines "M998 HMMWV" as an AM General Series High-Mobility Multipurpose Wheeled Vehicle produced for military or government use in the Illinois Vehicle Code.

• Allows owners of M998 HMMWVs to register as former military vehicles if they are former or current U.S. Armed Forces members with proof of military license and the vehicle passes a safety inspection (not to exceed $50).

• Requires M998 HMMWVs to have keyed ignition cutoff switches and battery power cutoff switches installed before registration.

• Limits operation of registered M998 HMMWVs to ceremonies, parades, educational events, and direct transportation to and from those events, with an assistant driver present at all times.

• Provides that certificates of title for M998 HMMWVs shall not indicate the vehicle is limited to off-road use if registration requirements are met.
