Adds definitions for "barrier mosquitocide" and "barrier mosquitocide treatment" to the Illinois Pesticide Act.

Prohibits commercial applicators from applying barrier mosquitocides between October 16 and April 14, except as authorized by Department of Agriculture rules if evidence shows significant unmet need.

Requires commercial applicators of barrier mosquitocides to not apply during winds ≥10 mph, obtain special licensure and training, post signage on treated residential properties, and provide product labels upon request.

Mandates Department of Agriculture develop expanded training and testing requirements for commercial applicators covering mosquito identification, pesticide drift, pollinator protection, and mosquito-borne diseases.

Prohibits installation or use of residential automatic pesticide misting systems in Illinois.
