Amends the Illinois Plumbing License Law to require park districts, municipal park and recreation agencies, and special recreation agencies to test all sources of potable water in parks serving children under 6 years old for lead contamination.

Requires collection of first-draw and second-draw 250 milliliter water samples from each potable water source, with samples analyzed by certified laboratories using EPA-approved test methods for lead.

Mandates testing completion by December 31, 2023 for parks constructed before January 1, 1987, and by December 31, 2024 for parks constructed between January 2, 1987 and January 1, 2000.

Requires prompt notification via county publication and website posting if samples exceed 5 parts per billion, including sampling location and EPA website information about lead in drinking water.

Allows park districts and community water system operators to seek waivers if prior testing conducted after January 1, 2019 meets specified standards, and permits water system operators to pay laboratory analysis costs using available municipal funds.
