Department of Transportation shall conduct a study of automated traffic law enforcement systems within 30 days of the bill's effective date, with a report to the General Assembly by December 31, 2021, including input from local law enforcement and recommendations.

Automated traffic law enforcement systems are limited to red light violations and cannot be used for speed enforcement, except as provided under Section 11-208.8.

Vehicle owners cannot be cited for automated red light violations if the vehicle comes to a complete stop and does not enter the intersection, unless pedestrians or bicyclists are present.

Municipalities and counties must post signs at monitored intersections, maintain yellow change intervals per Illinois Manual on Uniform Traffic Control Devices, and conduct statistical safety analyses following system installation.

Civil penalties for automated red light violations are capped at $100, plus up to $100 additional penalty for non-payment or non-completion of traffic education; violations do not appear on driving records.
