Adds new subsection (a-10) to Section 12-4.35 of the Illinois Public Aid Code requiring the Department of Healthcare and Family Services to cover immunosuppressive drugs and related post-kidney transplant management services for noncitizens.

Eligible noncitizens must not be eligible for comprehensive medical benefits but must meet residency requirements under Section 5-3 and financial eligibility requirements under Section 5-2 of the Code.

Allows the Department to limit enrollment, reduce available medical services, or change eligibility standards during a fiscal year to ensure payments do not exceed available funds.

Takes effect immediately upon becoming law.
