IL HB3145

Amends the Public Community College Act to allow community college districts with a population of 300,000 or more (except District Nos. 522 and 526) to divide into 7 trustee districts for board elections beginning with the 2023 consolidated election.

Permits community college districts with populations under 300,000 to adopt trustee district elections by three-fifths board vote, with the same structure of 7 trustee districts that are compact, contiguous, and substantially equal in population.

Requires board members elected by trustee district to be residents of their respective trustee district for at least one year preceding election, with exceptions during the first election following reapportionment.

Mandates reapportionment of trustee districts following each decennial census after 2023 to reflect census results, with staggered 4-year and 6-year terms established by random lot.

Maintains existing election procedures as nonpartisan with ballots containing no political party designations and establishes that at-large seats converted to trustee district seats are determined by lot.
