IL HB3147

Amends the Nursing Home Care Act to require facilities to make reasonable efforts to facilitate at least one phone or video call daily between residents and a family member during Governor-declared disasters, unless doing so poses danger to residents/staff or redirects resources from direct care.

Amends the Hospital Licensing Act to require hospitals to develop and implement a contact policy during pandemics or public health emergencies that encourages patients to engage with family members through phone calls, video calls, or other electronic means.

Both provisions include exceptions allowing facilities and hospitals to restrict contact if necessary to protect safety or maintain essential care operations.

Takes effect upon becoming law.
