• Amends the School Code to add energy conservation measures inspection duties to regional superintendents and modifies the guaranteed energy savings contract (GESC) program for schools and area vocational centers.

• Changes the guaranteed energy savings contract period from 20 years to 8 years and specifies that contracts must focus on energy operating cost savings rather than general operational costs.

• Prohibits new guaranteed energy savings contracts, modifications, or amendments from being entered into on or after January 1, 2022.

• Creates new definitions for "energy operating cost" and "energy conservation measure," clarifies contractor qualifications and licensing requirements, and establishes mandatory performance reviews at least once every 4 years.

• Repeals Article 19b entirely 20 years after the effective date of this amendatory act.
