Exempts honorably discharged veterans who are county residents from paying county license fees for businesses they solely own and operate.

Exempts honorably discharged veterans who are municipality residents from paying municipal license fees for businesses they solely own and operate.

Applies only to veterans operating as sole proprietors of businesses selling goods or providing services.

Prohibits home rule counties and municipalities from regulating license fees in a manner inconsistent with these veteran exemptions.

Establishes these requirements as a constitutional limitation on home rule powers under Article VII, Section 6(i) of the Illinois Constitution.
