Amends the Prevailing Wage Act (820 ILCS 130/3) to specify which workers must be paid prevailing wage rates on public works projects.

Includes laborers directly employed in on-site construction work, workers transporting materials and equipment to/from the site, and workers engaged in production, processing, recycling, or manufacturing of materials incorporated into the project.

Requires prevailing wage only for material production/manufacturing when the value of materials used in the public works project exceeds $250,000.

Excludes from prevailing wage requirements workers in pre-production and pre-manufacturing processes (such as collecting, cleaning, and sorting materials) and workers transporting materials on behalf of sellers and suppliers.

Defines production, processing, reclamation, recycling, or manufacturing of materials (including rock, gravel, sand, concrete, asphalt) as altering the shape, size, composition, or chemical structure into a product for use in the public works project.
