Applies the Property Tax Extension Limitation Law to all non-home rule taxing districts for 2022 and 2023 levy years, regardless of geographic location.

Sets the extension limitation to 0% or voter-approved rate for 2022 and 2023 levy years (instead of the normal lesser of 5% or Consumer Price Index increase).

Prohibits establishment or increase of debt service extension bases during 2022 and 2023 levy years.

Prohibits referenda on removal of the law's applicability for 2022 and 2023 levy years.

Requires implementation without state reimbursement under the State Mandates Act, effective immediately.
